		<description>Nice vision you have here Hen.

I'm sure this approach will please a lot of occasional Commons developers who are not commiters:
- those who submit a patch for an enhancement request once in a while,
- those who would like to wake up an (almost) dormant project in order to inject fresh blood in it (my thought goes for DbUtils here, there's many things to do with it, starting with generics and so on),
- those who are just keeping improvements on their local copy of the Commons project they're interested in because the project has little to no activity, despite an increasing JIRA open issues list,
- and many more people I guess...

Anyway, I'm looking forward into seeing such things happening in Commons,
